In one embodiment, a self-oscillating electronic ballast for discharge tube type lamps which increases efficiency and has IEC-standard end of lamp life protection. Efficiency is enhanced by placing primary resonant capacitor (351a) in parallel with cathode conduction loop (270) while retaining a minimal secondary resonant capacitor (351b) within the cathode conduction loop (270). Aquatic life protection index of an urban river Bacanga basin in northern Brazil, São Luís - MA.
Bacanga River Basin faces environmental problems related to urbanization and discharge of untreated domestic sewage, which compromise its ecosystem health. Due to the small number of studies that assessed its water quality, the present study aimed to assess the current status of this ecosystem based on the aquatic life protection index. Samples were carried out every two months, in a total of six events, in six sites along the basin, where the water samples were collected to assess physicochemical parameters and calculate the trophic state index and the index of minimum parameters for the protection of aquatic communities. The data were also compared with values determined by the resolution National Environment Council - CONAMA 357/05. Our results reveal significant changes in the water quality of Bacanga River Basin. An increase in nutrients and chlorophyll-a concentration led it to eutrophication. The surfactant values were high and put in danger the aquatic biota. Dissolved oxygen rates were below the values allowed by the resolution in most sites sampled. The current water quality is terrible for the protection of aquatic life in 61.92% of the sites sampled.

Case Analyses Creating Stable Agreements in Marine Policy: Learning from the California South Coast Marine Life Protection Act Initiative
In this article, we examine the California South Coast Marine Life Protection Act Initiative stakeholder process, evaluate its shortcomings, and consider what could have been done differently. Our objective is to make recommendations to improve future multi-stakeholder marine policy processes. In our view, while the South Coast stakeholder process had many positive outcomes, it failed to reach what we call here a“stable agreement.” Our analysis is based on two of the authors’ involvement (one as a facilitator and the other as a stakeholder representative) in the process and a post-hoc survey of participants. We find that several ill-advised process design and management choices significantly destabilized the negotiations, leading to an ultimately unstable agreement. We highlight four major problematic process design and management decisions, including the following: representation on the multistakeholder group was imbalanced, the pre-meeting caucuses were not paired with training in interest-based negotiation, adequate incentives to negotiate toward a consensus agreement were not provided, and the use of straw voting at one point in the process was unclear and inconsistent. As a result of these and other process design and management flaws, many stakeholders believed that the process was biased and that their ends would be better achieved by anchoring

LIGHTNING WARNING AND ANALYSIS OF LIGHTNING THREATS RISKS FOR HUMAN LIFE PROTECTION IN BRAZIL
The Atmospheric Electricity Group (ELAT) from INPE developed, in the last 6 years (the first work on this subject was presented by Naccarato and Pinto. 2007), a methodology for cloud-to-ground (CG) lightning warning with up to 1h time in advance (nowcasting) for regions smaller than 100km 2 . This approach is particularly attractive because, presently in Brazil, thunderstorm warning systems are mainly based on numerical models or satellite products, which work better for large areas. For small areas (as city neighborhoods, stadiums, refineries, airports, power plants, construction areas, etc) those lightning warning systems still do not present a satisfactory accuracy in both space and time domains. Nowadays, the more powerful computational resources allow increasing the prediction model time and spatial resolution also adding cloud microphysics calculations in the forecast. However, there is usually a great effort to gather model initialization data at the same spatial and time resolutions. Moreover, local convective storms present highly changeable dynamics and strong dependency on the regional conditions (like the topography, wind circulation, humidity, etc). Therefore, these particular dynamics tend to be neglected by the present meteorological models due to the lake of high resolution initialization data leading to significant errors in the forecast. This work intends to show that the present lightning warning methodology can be used as a powerful tool for human life protection since it can be an alternative way to predict lightning occurrence over a particular small area. Infant life Protection and Medico-Legal Literacy in Early Twentieth-century Dublin
ABSTRACT At the turn of the twentieth century, the infant mortality rate in Dublin city was higher than that of London, Manchester, Liverpool, Glasgow and Edinburgh. Political concerns about the health of nations coupled with the work of child protection campaigners gave rise to a sense of panic across the Anglophone world and caused an increase in the surveillance of the body of the child. While a combination of poor sanitation and inadequate feeding could account for the majority of deaths, single motherhood and the fringes of childcare were treated as flashpoints by local authorities, police and philanthropists, as well as religious, medical and legal personnel alike. Sensationalised newspaper reports played a crucial part in raising public awareness about the infant crisis, and it is for such reasons that this article focuses on the extraordinary case of Mrs Sarah T., who was accused of what was colloquially known as ‘baby-farming’ in Dublin in 1905. The case is used as a prism to examine how the infant life protection campaign contributed to the shaping of ‘medico-legal literacy’ in Ireland. The article focuses on post neonatal infants, aged over one month, to question the degree to which lower socio-economic circumstances precipitated excess mortality or if Church/State encroachment on family life and parental rights exposed already vulnerable infants to more pernicious risks associated with micro-epidemics, particularly in relation to tuberculosis.

The Wild Life Protection Act of 1972-a Critical Review
A critical review of the provisions of the Wild Life Protection Act of 1972 has brought to light certain deficiencies and defects in its provisions-and they need to be made good. Regulation of fishing outside the sanctuaries has not been provided for and this emission needs to be made good. There is ambiguity in the wording of Section 27(I)(d)-capable of wrong interpretation leading to anomolies which need to be avoided. The omission to define immature and mature males of various species-the hunting of which is prohibited in Section 15 needs also to be made good to avoid ambiguity and to ensure uniformity. It is necessary to clarify how compounding is to be done in respect of offences committed in private lands. It is fair better to use the word 'confiscation' instead of forfeiture in the penal clauses. It is better if it is made legally obligatory on the exporter of wild animals and trophies to get clearnance from the Chief Wild Life Warden. The stipulation with regard to time limit contained in S44(3) of the Act needs to be made more flexible.

The study of international legal regulations for human right to life protection in the context of applying innovative biomedical technologies defines the existence of important and fundamental issues in this sphere, which determines the necessity of their solution based on the international law. Problem statement. The actual bioethical problems that arise in connection with development of biomedical technologies for human cloning, cryopreservation of cells, tissues, organs, embryos, and human body, human embryonic stem cells, genetic diagnostics, genetic engineering and so on have been considered. Purpose. The purpose of this research is to define the modern threats and challenges to human life in the context of applying the innovative biomedical technologies and their solution based on the international law. materials and methods. Based on the dialectical and systematic method, the international legal regulations for innovative application of biomedical technologies in the context to the human right to life have been studied. results. The analysis of international legal acts and resolutions of the international organizations (the United Nations, the Council of Europe, the European Union) has shown their high effectiveness in terms of solution of the abovementioned problems and further prevention of violations of human right to life, given the development of science and technology. conclusions. Currently, there is an objective necessity to harmonize the national legislation of different states in the area of human rights and bioethics, as well as to develop general rules of international law of binding character.

THE SECONDARY SCHOOL LEARNERS‘ INTERACTION (FORMS 5 - 12) WITH NATURE: THE SEMANTIC STRUCTURE OF ATTITUDES IN TERMS OF LIFE PROTECTION
The theoretical and practical facts prove that humankind increasingly devalue life primarily implementing personal needs and goals. Thus, the major objective of the learners’ science (self) education is fostering respect for nature and life. Although the issue is rather vital, the schoolchildren’s interaction with nature is poorly investigated in Lithuanian as well as in other European countries. The object of the latter research is disclosing attitudes towards life protection in the process of the interaction with nature. The article deals with the semantic structure and the main peculiarities of the learners’ attitudes towards life protection on the basis of which the factors determining the attitudes could be predicted and an effective system of educational support could be developed. 1787 teenagers participated in the survey. A quantitative and qualitative assessment indicates that more than a half of the respondents (64% of the answers) have positive attitudes towards the protection of single plants and animals’ species. Less than a half of the surveyed participants expressed neutral and negative attitudes (19% and 17% of the answers respectively). Despite the fact that quite a few learners support an idea about life protection, a semantic assessment of the attitude structure shows that the utilitarian, pragmatic and egocentric components of emotions are mainly prevailing. However, an expression of the ethic and value-based components remains weak and more diffusive. The learners’ attitudes towards life protection are full of semantic conversions. Hence, the obtained results presuppose the necessity of educational intervention.

Analysis the Influences of Prudential Sharia and Life Protection towards the Customer Welfare: Sharia Prudential Insurance in South Sulawesi
Nowadays there are many insurance companies in the Indonesia segregated from all over the country. The insurance company in Indonesia has two systems and those are conventional insurance and sharia insurance. Indonesia is not an Islamic country but dominantly inhabited by the Muslim people whom are approximately 82% of Muslim population. Therefore, this research will focus on sharia insurance in Indonesia which has been growing quickly and giving a lot of advantages to the customers who obtain benefit and build the system of sharia insurance itself. The purpose of this research is to explain the welfare received by the society, which join with the sharia insurance in terms of benefits. This research was done by the quantitative approach by distributing the questionnaires to the customers as informants of the research, particularly in South Sulawesi areas to analyze the influences of prudential sharia and life protection towards customer welfare.
