Deregulating Job Placement in Europe: A Microeconometric Evaluation of an Innovative Voucher Scheme in Germany
Job placement vouchers can be regarded as a tool to spur competition between public and private job placement activities. The German government launched this instrument in order to end the public placement monopoly and to subsidize its private competitors. We exploit very rich administrative data provided for the first time by the Federal Employment Agency and apply propensity score matching as a method to solve the fundamental evaluation problem and to estimate the effect of the vouchers. We find positive treatment effects on the employment probability after one year of 6.5 percentage points in Western Germany and give a measure for deadweight loss.

Job Placement and Follow-Up of Moderately and Severely Handicapped Individuals after Three Years
This paper describes the results of a three-year job placement project for moderately and severely handicapped individuals in Virginia. This project developed a training and advocacy approach to placement that involved client training by staff at the job site. Staff advocacy also took place with co-workers and employers. All clients were paid by employers as part of the regular workforce. Although the project is still ongoing as it seeks to replicate training and placement procedures throughout Virginia, at the three-year point, 63 clients have been placed, with 42 currently working, for a retention rate of 67%. These individuals have collectively earned $265,000 and paid well over $26,000 in state and federal taxes. Moreover, most of these clients had long records of exclusion from non-sheltered and even sheltered work, since they were viewed by professionals and parents as “realistically unemployable.” This report highlights the major characteristics and conclusions drawn from staff efforts to this point.

RACE AS A FACTOR IN JOB PLACEMENT: SERENDIPITOUS FINDINGS OF “ETHNIC DRIFT”
In the course of analyzing data from a criterion-related test validation study, an unexpected pattern of initial job placement was noticed. There was a statistically significant tendency in this large commercial bank to assign new employees to supervisors of the same ethnic group; and among those who were subsequently reassigned within 5 months, the level of such identity-based homophily increased significantly further. Four alternative nonracial hypotheses that might have explained the pattern of reassignments were investigated and rejected. At present, no explanations are available of the processes underlying the pattern of intra-organizational “ethnic drift.” Implications are noted for the study of cultural diversity and subgroup differences in organizations, and for the investigation of criterion relevance and test bias in validation studies.

Deep Learning-based Job Placement in Distributed Machine Learning Clusters
Production machine learning (ML) clusters commonly host a variety of distributed ML workloads, e.g., speech recognition, machine translation. While server sharing among jobs improves resource utilization, interference among co-located ML jobs can lead to significant performance downgrade. Existing cluster schedulers (e.g., Mesos) are interference-oblivious in their job placement, causing suboptimal resource efficiency. Interference-aware job placement has been studied in the literature, but was treated using detailed workload profiling and interference modeling, which is not a general solution. This paper presents Harmony, a deep learning-driven ML cluster scheduler that places training jobs in a manner that minimizes interference and maximizes performance (i.e., training completion time). Harmony is based on a carefully designed deep reinforcement learning (DRL) framework augmented with reward modeling. The DRL employs state-of-the-art techniques to stabilize training and improve convergence, including actor-critic algorithm, job-aware action space exploration and experience replay. In view of a common lack of reward samples corresponding to different placement decisions, we build an auxiliary reward prediction model, which is trained using historical samples and used for producing reward for unseen placement. Experiments using real ML workloads in a Kubernetes cluster of 6 GPU servers show that Harmony outperforms representative schedulers by 25% in terms of average job completion time.

Veterans Health Administration Transitional work experience vs. job placement in veterans with co-morbid substance use and non-psychotic psychiatric disorders.
OBJECTIVE This study seeks to compare the effectiveness of Veterans Health Administration's (VHA) transitional work experience (TWE) services and a minimal but common intervention-job placement (JP) services, for veterans with co-morbid substance and psychiatric disorders. METHODS We conducted a random clinical trial comparing work outcomes for 89 veterans with co-morbid psychiatric and substance use disorders (SUD) who were randomly assigned to participate in VHA TWE services with those assigned to simple JP services provided by state vocational rehabilitation professionals. Participants were enrolled at the time of application to VHA TWE services and then randomly assigned to the two treatment groups and followed for 12 months. RESULTS VHA TWE participants were more likely to engage in paid activity, to work more total hours, to work more weeks and to earn more in total wages. The groups were not significantly different with respect to competitive employment, in terms of the percentage acquiring competitive jobs, the number of hours worked, or wages earned. CONCLUSIONS These data suggest that the primary benefit of VHA TWE services is in rapidly engaging participants in paid activity and that these services are not effective at helping dually diagnosed veterans obtain competitive employment.

Using the International Classification of Functioning, Disability and Health (ICF) in job placement.
The International Classification of Functioning, Disability and Health (ICF) presents a new paradigm for understanding health and health-related conditions and promises to be a useful tool in job placement. The ICF framework is compatible with ecological, systems-based approaches to placement and can assist vocational rehabilitation professionals in identifying needed interventions, implementing effective placement strategies, and assessing employment outcomes. This article presents an overview of the ICF, its potential applications in job placement practice and research, and provides a case study example. Current limitations of the ICF and possible future directions are also discussed.

Vocational interventions and supports following job placement for persons with traumatic brain injury
Previous research on vocational rehabilitation after traumatic brain injury (TBI) has suggested that coaching and other services provided following job placement are particularly important for successful work re-entry in this population. Methods of defining and measuring these services are needed to estimate more precisely their effects on vocational outcomes. In this study we developed a measure of the type, amount, and location of post-placement interventions that could be completed by treaters in "real time". Treatment was measured prospectively for 6 months after job placement for 65 people with moderate to severe TBI treated at 5 TBI Model System centers. Centers were found to differ substantially in the amount and location of treatment provided following job placement; centers providing more intensive treatment and treatment at the workplace also served more severely impaired clients at a longer interval after injury. Within centers, participants' cognitive speed and emotional distress predicted certain aspects of amount and type of treatment provided. Three-fourths of the sample were still working at the placement job after 6 months. Due to the confounding between case mix and treatment variables, unique effects of treatments on outcomes could not be determined.
